The Appendix 5B form gives development and production costs their own rows: item 1.2(b), development, and item 1.2(c), production, both in Section 1, cash flows from operating activities. That is a separate part of the form from item 2.1(d), exploration and evaluation, which sits in Section 2, investing activities, and applies while AASB 6, Exploration for and Evaluation of Mineral Resources, still governs the spend. AASB 6 does not apply to expenditure incurred after the technical feasibility and commercial viability of extracting a mineral resource are demonstrable, and once that point is reached, an exploration and evaluation asset is reclassified out of scope, after being assessed for impairment.

How the spend that follows, development and production costs, ends up coded on your Appendix 5B depends on whether the entity's accounting treatment expenses it as incurred or recognises it as an asset. Either way, that classification has a direct and easy to miss effect on item 8.7, estimated quarters of funding available.

One scope note first: the Appendix 5B itself is prescribed under ASX Listing Rule 5.5 for a mining exploration entity or oil and gas exploration entity. An entity classified as a mining producing entity no longer lodges a 5B. What follows applies to an exploration entity incurring development or early production spend on one project while its main undertaking is still exploration.

What Section 8 actually counts

The Appendix 5B form builds item 8.7 from a short, specific chain:

The net figure in item 1.9, the operating total, flows through to item 8.3. Section 2.1 does not, unless it happens to be capitalised exploration and evaluation spend sitting specifically in item 2.1(d).

Two ways the same spend can be coded

Once a project is past the AASB 6 boundary, development and production costs are no longer assessed under item 2.1(d)'s exploration and evaluation classification. Depending on the entity's accounting treatment of each payment, the same category of spend can still end up in different places on the form:

Two entities can spend an identical amount building toward first production in the same quarter and report two different item 8.7 figures, because one expensed the spend and the other recognised it as an asset under a different row of Section 2.1. Item 8.7 is a single figure with no separate disclosure of which treatment produced it.

Quick reference

CodingSectionFeeds item 8.3?
1.2(b) Development, 1.2(c) Production (expensed)1 (operating)Yes, via item 8.1
2.1(d) Exploration & evaluation (capitalised)2 (investing)Yes, via item 8.2
2.1(c) Property, plant and equipment (capitalised development/production assets)2 (investing)No

The Xero setup that keeps this visible

This is a coding decision, not a formula, so it needs a documented rule rather than a judgement remade every quarter:

  1. Separate the four categories in the chart of accounts. Expensed development, expensed production, capitalised E&E (2.1(d)) and capitalised development/production assets (2.1(c) or elsewhere in Section 2.1) should never share a code.
  2. Write down the entity's own treatment once. Which categories of development-stage spend are expensed versus recognised as an asset, and why, so the next preparer applies the same rule under deadline pressure that was applied last quarter.
  3. Check the item 8.2 reference every quarter. It only ever picks up item 2.1(d). If a large capitalised payment sits elsewhere in Section 2.1, its absence from item 8.3 is how the form works, not an error, provided the payment is coded to the right row.
  4. Narrate it. The Appendix 5B form's own Note 1 says the quarterly cash flow report and the accompanying activity report "provide a basis for informing the market about the entity's activities for the past quarter, how they have been financed and the effect this has had on its cash position." A material capitalised spend that item 8.7 does not reflect belongs in that narrative, in plain terms.
1 row
is all item 8.2 counts. Item 2.1(d) feeds the Section 8 runway calculation. Every other row of Section 2.1, including capitalised development and production assets, does not.

Where to start

  1. Pull your last lodged 5B and check which rows carried your development and production spend: 1.2(b)/(c), 2.1(d), or elsewhere in Section 2.1.
  2. Confirm your capitalisation policy for development-stage spend is written down, not held in one person's memory.
  3. If material capitalised spend sits outside item 2.1(d), check whether the activity report explains its effect on cash position, independent of what item 8.7 shows.
  4. Set up dedicated GL codes for each of the four categories above before the next quarter closes.
